Integrated Solid Waste Management Project

The Project service area for this assignment is the Greater Baku Area which is National Capital region of

Republic of Azerbaijan, and consists of its 11 Rayons (or districts or provinces).

The Government of Azerbaijan recognizes the need for improvements in solid waste management of the city within the Integrated Solid Waste Management (ISWM) project. ISWM Project’s objective is to support the reform of the Greater Baku solid waste collection and disposal operations into an effective and sustainable system in the areas of:

(i)improving environmental conditions at the existing waste disposal sites,

(ii) increasing operational, management and communication capabilities,

(iii) roll-out of effective collection services, and

(iv) data collection and planning for program effectiveness and sustainability.

Estimated total amount of MSW generated in the city is more than 1,800 kt by 2010, of which 58.7% (1,095 kt) is made up by residential and non-residential waste generators. 41.3% (over 770 kt) of MSW is also made up by area cleaning activities in the city. Share of yard waste constitutes approximately 50% of total area cleaning waste generated in the city.

The non-residential waste constitutes approximately 23.26% (approx. 254.8 kt) of the total MSW (excluding area cleaning waste) arisen in the city.

Overall strategic goal of the project and project area targets to ensure a sustainable development and use

of resources for present and future generations are determined under following sub-chapters;

A. Policy & Legislation,

B. Institutional Strengthening & Capacity Building,

C. Financial Aspects,

D. Information, Communication & Awareness Raising, and

E. Technical Implementation of the Waste Hierarchy.
